
The Northwestern Tribal Technical Assistance Program (NW TTAP) Center is pleased to announce the appointment of HollyAnna DeCoteau Littlebull (Yakama, Nez Perce, Cayuse, Cree) as the center’s first Assistant Director. With an illustrious career spanning thirty years in the public safety sector, HollyAnna brings a wealth of experience and expertise to her role. As the Assistant Director, HollyAnna’s responsibilities are to manage the day-to-day operations of the center, seek and develop training opportunities, and provide technical assistance to the Tribes in BIA Region 6.
HollyAnna’s diverse background includes serving in various capacities such as a medic, structural and wildland firefighter, police officer, road supervisor, and educator. HollyAnna previously held the position of Tribal Traffic Safety Coordinator for the Yakama Nation Department of Natural Resources Engineering Program. Her extensive work in the four “E’s of traffic safety” – Engineering, Enforcement, Education, and Emergency Response – has provided her with a unique perspective on implementing best practices and enhancing safety effectiveness.

Recognized as a leading authority in safety strategies, HollyAnna is proficient in implementing environmental, behavioral, policy, and protocol efforts. She is an expert in strategic planning, hazard mitigation, emergency preparedness, response, and recovery. Her contributions extend beyond her local community, as she has authored and co-authored Washington State laws and Tribal codes, including a critically needed child restraint law.
HollyAnna’s achievements have garnered recognition from esteemed institutions such as the Transportation Research Board (TRB), National Cooperative Highway Research Program (NCHRP), and the National Academies of Sciences, Engineering, and Medicine. She has recently been elected as the Regional Representative for the Intertribal Transportation Association (ITA) and serves on the board of the Partnership for the National Trails Systems Committee. Additionally, she has been elected to co-chair the Transportation Committee of ATNI (Affiliated Tribes of Northwest Indians) and holds a position on the Planning Commission for Toppenish City.

In her new role as the Assistant Director of the NW TTAP Center, HollyAnna will play a pivotal role in advancing the program’s mission of providing training and technical assistance to Tribal communities in the Northwestern region. Her extensive knowledge and experience will contribute significantly to the development and implementation of effective training programs and strategies that will promote the capacity and ability of Tribal transportation programs in the region.
The NW TTAP Center is thrilled to have HollyAnna DeCoteau Littlebull join the team and excited for her to have a positive impact on the region moving forward. She will begin working full-time for the NW TTAP Center starting on July 3rd.
